NOVA, Temple, Northeastern, Richmond
I have narrowed it down to these four schools. Northeastern($), Villanova no money yet but I think I could get around 15,000 a year probably with stipulations. Temple OOS will try for in state after first year. Richmond will hear about scholly this week probably 10-15,000 probably with stips. I have spent the last four years in Richmond, I'm not exactly in love with it and would not mind leaving the state. I am not looking for big law. I would like to be an ada and eventually do small to mid law. Location aside because I like both Boston and Philly, if this was all you had what would you choose.

Your poll is going to come out about 50-70% in favor of Temple, and 30-40% N'Eastern. Temple is consistently favored over Villanova on TLS, and nobody is going to vote for Richmond since you said you don't like it there and TLS wisdom says to only go to Richmond if you want to work there.
You should visit all the schools and negotiate with all of them for scholarship money and stips.

Your cheaper options'll probably be either Richmond or Villanova after scholarship. Northeastern'll probably be more on the expensive side because their tuition is higher and i think 8.5k is the max scholly they gave out this year. More or less, they cost just about the same.
They're all decent TT schools. I'd say probably visit and go for the one you feel most comfortable with.
