UCLA seems like the call but I always struggle to believe that people are actually location agnostic.
What kind of PI work?

Alright, maybe I'd like to get out of the midwest. But it's very possible I'd like to get back here afterwards. It's not a big issue for me either way.
I've worked a lot with non-profits in the past and would enjoy continuing to do so.

If you don't have a geographic preference, I would go to the school closest to where you a) are from, or b) are going/went to undergrad. ITE, ties to the are can put you over the top at a regional school. Those schools are all regional schools.
If you have a geographic preference, go to the school in that region.
