Last Day To Withdraw
Typically, when can one withdraw from a school without getting charged tuition?

last day of add/drop...usually the 1st friday of classes. You can probably find it on the school calendar.

I believe if the loans have been disbursed you are responsible for the fees and any interests that may have accured. So they can refund the loans but you will end up with a small bill.

If you don't intent to attend, you should. I just went through the same thing. I had paid a deposit at one school and gotten financial aid package, and I signed the MPN. Then I decided to go to a better school, and had loan processed there. School 1 still went ahead and enrolled me on their own and created a balance. I happened to come across the bill prior to dispursement and they told me I would be responsible for the fees and interests if I let the disbursement happen.
