Not to chide you for having an aversion to debt, but if you are set on doing public interest work, you'd be crazy not to consider how the new IBR will affect the relationship between your total debt load and your ultimate income.
If you're committed to the 10 years of PI or gov't work, your income is based on your income, not the total debt load.
Since IBR would cover grad+ loans up to the cost of attendance (whatever exorbitant amount it is), you might be best off attending the best NY school you can. What schools are we talking here?

Why not Northeastern or BU/BC? All those schools you listed are regional.
