Is NYU at sticker worth it?
I want to do NYC biglaw but I can't decide between NYU and Penn with $45k. Is NYU really worth the extra money especially considering cost of living?

NYU has a significant but not overwhelming advantage over Penn. I'd probably go NYU if you want NYC.

Assuming you get BigLaw and intend to stay for a while (No reason from either school to think you won't) the debt load matters less. NYU is better for NYC BigLaw because of networking, proximity, and reputation. True, but on the other hand, if you look at the stats for V5 V10 V25 and even V50 the difference is very small. What about NYU @ sticker if your preferred market is DC and then NYC or Chicago as fallback?

It depends. If you are living in Central Park, then sure. If you are living in an actual apartment paying 1500k+ on rent, then gtfo. I'd probably go to Penn. Higher risk of being shot to death, but much lower COL.
