A flood of seat deposits for Penn, Temple, and Drexel?

Philly just decriminalized yesterday, although nothing is set in stone yet. Here is the link: http://www.philly.com/inquirer/home_top ... nalty.html

Will this result in a flood in a flood of seat deposits for the three Philly schools (actual Philly, so no Rutgers-Camden or Nova)?
