Saint Louis University $$but don't want to stay in St. Louis
I got 20,000/yr scholarship from SLU, but I do not want to work in St. Louis after graduation. Does anyone know how hard it would be to break into the DC market with a JD from a lower ranked school like SLU?

I'm leaning towards SLU but I don't have any pretense about it. Getting out of the St. Louis market right after graduation is going to be pretty damn hard (excluding possible KC).
From what I understand if you go to SLU and dual degree in health law and say a masters in public health or something along those lines you might have a possibility of getting something in DC (especially with the new healthcare legislation being passed, both sides are are going to be clamoring for lawyers with this speciality).
Otherwise I would go for something closer to your intended market.

Not gonna sugarcoat it, it will be very very difficult to get into the DC market with a SLU degree. If you wanna work PI you may have a shot, if you want anything else you will have trouble.
