Its pretty easy. Get a GA driver's license (ASAP), setyour official address as a GA address and register to vote. UGA is very good about granting instate residence.

I had no problems becoming an in-state student after one year at GSU.

So, you'll be there for a year before you start? You should be fine if you follow the advice above.
