Michigan only places like 20% of its grads in NYC. The rest go to other big secondary markets.

Emory has abysmal job prospects, although a full ride isn't terrible if you're set on public interest.
I know people talk about "ties" all the time on here - anecdotally, when I mass mailed prior to OCI I used ties with relatives that I had in the area and got several offers outside of OCI in places (and in some cases, more broadly speaking, regions) that I had never lived in. I then did OCI in a large market that I didn't mass mail.
"Ties" are important for smaller markets, but if you're from the general wider region (i.e., the Northwest or Southwest) you can talk about how you want to go back to that region or your relative X is there, etc.
Also DC doesn't care about ties - but you need good grades (likely top third) from any school outside of maybe HYS.

I am concerned about Michigan as they try to adjust. Will likely never regain their prior status. They are still a much better choice given your goals than Emory.
