Application deadline for UGA scholarship consideration is Feb 2, I believe? You may want to double check me on that and then throw together a UGA app. They love out-of-state students.They may give a fee waiver if you call and ask.
When I applied to UGA last year, I didn't submit my app until March 1. I was accepted and offered a fairly substantial scholarship (in-state equalizer + 15k). My undergrad GPA was no where near as good as yours, and I am non-URM. If you're at all interested in Atlanta, I wouldn't hesitate to apply. Plus, I emailed the admissions office and asked if they would waive the application fee (which they did), so it didn't cost anything.
