Only 2.3% got jobs in Illinois from IU-Indy. Barely half of the class even got actual jobs as lawyers. Don't do it.

If you want to practice law at all, I would steer clear of IU McKinney. If you were considering Maurer, I would understand the debate better. However, tossing in McKinney instead of Maurer, you should go with BC. Even at full scholarship, you're going to come out of McKinney with a 10-15% chance at practicing at all.
BC or retake.
You may want to do some research on some of the legal webpages and see how well and where McKinney places its graduates. You'll come away with a good understanding that its not worth the three years.

BC at sticker is too much, and IU-Indy is only good for Indianapolis, which you said you aren't thrilled with. Retake is the only option. Don't take the test again until you're consistently PTing much higher and drill as ManoftheHour suggested.

Whatever you do don't do BC @ sticker, and don't go to a local school in a city you don't want to live in long term.
