As you will notice, the T14 are the only schools whose average ranks are less than 14.

Negative. It is a term that evolved because of USNews. The top 14 have essentially been the same since USNews started ranking law schools. (Texas and UCLA have snuck into #14.) But more importantly, the T14 have all ascended to the top 10 at one time or another. (And this is why Vandy and UCLA have a big leap ahead if they are to strive to enter the halls of T15.)

Note however, USNews does not use the term itself. It has just become common knowledge.
