Rutgers Newark isn't bad if you in no way expect New York. I'd say whichever out of both Rutgers (N or C) or Temple depending on what costs the least. Also residency in either state?

NJ hands out first year residency to those who show them a 12 month lease before school starts. Out-of-state PA. RU-C followed by RU-N it is.
