If you want to get into the public sector you should be comparing the schools LRAPs as well.
Edit: and I should add: willing to make sub $65,000 a year.

T2 by a landslide because you hate the T4 market, you prefer the T2, and the T4 really sucks in its market. But really, TCR is:

It's clear that you prefer the T2 and would be happier there. That said, I voted T4 full-ride because I think taking out loans to attend a T2 is a very risky proposition.

This particular T2 is pretty promising. Its the only one in the City - plus I want to work and live in that City. Even though I voted for the T2, and I'd probably go to neither and retake, you could always try and negotiate with the T4 school. I'd ask them to remove the top 1/3 scholarship requirement and use the acceptance at the T2 as leverage.
Top 1/3 is a giant gamble considering your degree could be worthless and leave you in debt and jobless.
In fact, failure to make the top 1/3 would probably mean you'd be jobless anyway coming out of the T4... But if there's no debt it wouldn't be nearly as bad.
You have to remember the odds of making top 1/3, are literally 1 in 3. Are you willing to gamble your future on those odds?
