Luckily you don't have to deal with the admissions office once you are a student. At the Wake Scholars day a 3L said he withdrew his application after meeting with their admissions staff because they were rude to him, so that appears to be a common theme. Then again I would get annoyed if 4,000 0L's were pestering me about getting 1 of 250 seats, yet other admissions offices are nicer than Santa Claus (Wake and Alabama!).

The only state school that can get away with a 60%+ quota is Texas. Being the size of several states helps in that respect.
The state's power over the school has a lot of negative effects, but the poor performance of the admissions office is not one of them.
