Well my status checker is now working...says it's under committee review. When does the final transcript need to be submitted? I'm a little unclear on how that works since my one is already in through CAS but the final transcript box is unchecked

Even if that is true, the two COAs are almost never equal because of COL - Atlanta COL is $10,000 more than Athens COL (using LST numbers). If you have the numbers for a full ride at Emory, you're not going to be stuck with the $7,500 scholly at UGA to make the COA equal. But again, this isn't really the appropriate forum for that discussion. As HRomanus said, if you really have the numbers for a scholly at Emory that makes its tuition equal to Georgia's, you're realistically looking at Vandy at least. For people for whom both schools are top choices, you're probably looking at 1/3 to 1/2 scholly at Emory (so what, 25 grand plus per year at best?) vs in-state equalizer at Georgia for 17-ish grand per year. So, imo, if you're staying in Georgia you'd be silly (bordering on stupid) to pay the extra 8 grand a year (plus a higher COL) to go to Emory. Having gone through the 2L cycle at Georgia, and having friends at Emory, you'll get the same employment from both.
If you're planning on leaving Georgia, sure, go to Emory (or better yet, Vandy). Georgia won't help you much outside of Georgia (though we do have a little placement to DC and NYC).

1. I'm paying dirt cheap COL for Emory and I'm living a pretty nice life in a nice studio all alone in the heart of Decatur.

Your schtick is a little silly. Your 158/3.8 equate to around $60,000 at Emory, which leaves you with more than $120,000 in tution regardless your COL. And I looked extensively at housing around Emory - it's expensive. Again, the only takeaway message that matters at this point in the cycle is apply for both UGA and Emory. Atlanta is a difficult market and neither school really dominates it. When it comes time for people to choose between the two schools they should look primarily at COA.
