I graduated from a large public California University, Asian, 1 year out of university. I think my softs are moderate: Co-founder and member of the board of directors for two years for the NGB of a collegiate sport, founder/captain/officer of a sports clubs on campus for numerous years, titles and high placement in numerous state/regional/national championships in this sport, captain of another sport for one year...
I really want to get into UC Berkeley, but I also hope i can get opinions about my chances for the other T14s and UCLA so I can decide which schools are worth applying to...
Also, if I took a year to work/intern in a law or politics related field, how much would that help my chances for splitter-unfriendly schools like UC Berkeley?

Just apply 4-14 and add in UCLA USC and a couple others if you want. Berkeley might be tough with that GPA but with those stats you have a shot at every school besides HYS and should get $ at multiple lower T14s (NU, Cornell, GULC maybe others). I applied this cycle with a lower GPA and LSAT and am attending NYU albeit at sticker.
Working would definitely help for Berkeley to put some distance between that GPA and your app but I don't know how much and you'll have great options regardless if you don't want to wait.

You have a chance everywhere from 4 on down and you wouldn't be an idiot to apply to any of those you could see yourself going to. Berkeley is probably not happening, but you never know and you have in state which is better than out even if only by a little.
You will probably end up WLed at most schools though so be diligent and you have a shot anywhere. Similar numbers here and I had CCN options by summer.

if you really want berkeley that bad (though honesty, i live close to boalt and it's not great) get solid recs and tell a good sob story. hopefully they'll at least waitlist you. if you get into a better school, you can always go back and send berkeley continued letters of interest. maybe somewhere along the line they'll call you, feel flattered and let you in.
