I would say Berkley is out and Northwestern is probably out with no WE unless potentially you ED. You should have a decent chance at Cornell and in everywhere else... most with $$

I'd still apply. NU likes engineers, and Big Ten grads.

ED UVA becomes difficult without a 171+. ED NU becomes difficult without a 172+. However, engineering and a GPA that isn't godawful might put you in the accept category at NU, either ED or WL -> accept. It's possible you get shut out of the T14 though. If that's something you really want, consider getting a job in your field and retaking the LSAT, shooting for 172+.

Unless you have strong preferences for the schools you picked out, I'd blanket the bottom t14 through to 25, leverage scholarship from there

I'm not sure I'd ED to UVA. OP has a chance at Penn and Michigan as well.

You guys really think I'd have a decent shot at Michigan or Virginia? Based on some of the calculators I didn't really think so. I updated the list with some of your advice. Any new thoughts?

I appreciate all of your input.

No, ED UVA is unlikely unless you can bump your LSAT up.
