It's definitely worth the app fee. Other than that it's going to be a black box; hard to predict with international applicants. I'm going to guess it's probable (as long as your app is spotless and well-planned), since you bring a really high LSAT score and won't affect their GPA medians at all.
I think the key question will be this: Can you tell them why, specifically, you want to go to HLS in particular? That could make or break your chances.
