Just trying to figure out what are my chances at getting into Cornell.
I have a 3.46 GPA and a 174 on the LSAT and the school I went to (Troy University if any of you know it, i doubt) is a small state university that I'm going to because of the low cost.
I'm an URM if that matters.

No your undergrad does not matter. There are only three things that really matter and you have the two most important. Aim higher than Cornell.

What kind of URM are you? If you are AA than you should apply to HYS and be sure to get atleast one of them. Mexican or Puerto Rican you should still have great chance at HYS but could also apply to Chicago Columbia and NYU as safeties.
