Just email the admissions office, they should have given you some contact info. I just emailed whoever sent me the scholarship offer. USC seems really good at knowing when you are just negotiating to make your life easier, and when you are negotiating because it will actually change your decision. USC will probably ignore the hastings one, but if you have a demonstrable reason to choose BU over USC as it stands, USC will probably move just enough to make any reasonable person choose USC. Personally, they didn't give me anything more than they offered, and obviously they made the right move because I chose USC anyway after a lot of personal deliberation. The people I know who negotiated successfully were people with equal/greater schollies at equal/better schools. Good luck!
And to those of you looking for hotels: I stayed at the Vagabond Inn right next to campus when I visited. It was really cheap. You get what you pay for, but it's a short walk to campus if you're only staying one night, and you might look into sharing the room with someone else going. (Please know/meet them first.)
