In years past, bigger scholarship figures for oos apps was just those applicants getting in-state tuition. Also, if you look at previous cycles on LSN. They seem to have clear points where you get systematically bumped in scholarship money. The only merit scholarship that seems to vary a little bit is The Dean's.
