Can we print our official picture on regular printer paper or does it need to be from a place that takes passport photos?

It definitely does not. I had a friend who took it the same day as me and he forgot his picture and had to run to the library (we took it at our UG) and have someone print out his picture from Linked In which he then ripped off the paper to tape it to his ticket. He got no trouble from them.
