You should be allowed to take it again October 2013 since the October 2011 one will drop off for purposes of the rule as being outside the two year period unless LSAC has changed how they measure the two year period and which administrations they count as within the previous two years. Call them and ask to be sure and/or see if the system will let you register for the October 2013 test.
You can apply to LSAC for an exception to the rule, but they state that such requests will only be granted for extraordinary circumstances (without giving any idea what they consider to be 'extraordinary'). So far since LSAC made it so only they (rather than law schools the way it was before) can give exceptions to the rule, almost all people that have requested an exception (some with pretty compelling reasons IMO) have been denied.
