LR questions from prep tests

For Dec 92, LR1, #16, I chose E but the credited answer is D. Can you explain why?
For Dec 2002, LR 1, #9, I chose C but the credited answer is D. Why is that?

For test 39, question 9:

C is an outside issue. Maybe foreigners would try to influence a referendum...but maybe they also try to influence policy decisions under the current process. Who knows...neither Claude nor Lorraine mentions foreign influence. Foreign policy is not the same thing as foreign influence.

Lorraine's main point is that the public is lazy, and would do a bad job of voting on foreign policy issues because they are uninformed. D is right because Claude could argue that the only reason that the public hasn't informed itself is because people know their opinions would have no influence.

But if you give people a chance to influence events, then they might inform themselves and vote responsibly in a referendum. This would eliminate Lorrain's objection.
