Why is the 2009 version so much cheaper? (more people have it?)

Check ebay for it. I got the entire kaplan course (four books--it's the same little box they send you when you take the class) for $20. I am only using the Mastery from it, because I don't really care for their method. Anyway, you may be able to find a better deal on the second-hand market somewhere.

I just don't want to buy the wrong book. The 2009 is $15, while the 2006 version is $50.

I have the 2009 version. Like the 2006 version, it is over 700 pages long, contains in the ballpark of 1000 questions (rough estimate because I am not looking at it right now) which are grouped by type, and has explanations for every problem in the book. I don't see what the advantage of paying more for an older version of the same book would be.
