HELP! LR PT39 Sec2 Q12

It is wrong for the government to restrict the liberty of individuals......

The right answer is A) It is not right for the government to restrict the publication of literature that is only offensive.
Can someone please explain each answer choice?

Restricting liberty --> Wrong
Liberty = Publish
Offend = Not cause harm

This is as far as I can get with analysis because the part "except perhaps in those cases when to fail to do so would allow individuals to cause harm" is very confusing for me.

premises:

1. wrong to restrict liberty except 'maybe' when not doing it would let people cause harm.

2. to publish is a liberty

3. being offensive isn't harmful

conclusion

restricting publications that are only offensive is not right.

pretty simple. i initially chose B but that answer is too strong because premise one says 'maybe' so for B to be the right answer there should be a 'maybe' in there. something like - "perhaps it's not right for the government ..."
