Any idea whether trying to nail the first 15 question in 15 minutes is an advisable strategy?

Yes, that's a great goal -- but amend it to be "first 15 in 15 minutes without dropping accuracy" If you can achieve this, you'll have plenty more time to dig into the tougher problems. Be aware that there's usually a tough one around 8-10, so adjust timing to the difficulty of the problem.
If you don't have time to do a full section, a 15 in 15 drill can be a great practice exercise.

it really depends. the first 15 are the easier questions than 16-23 (24 and 25 tend to be easier). i wouldnt do 15 in 15 minutes unless i was near perfection on them.
