It's graded on a scale, not a curve. I'm not sure about high scores affecting the Kaplan bump. Even if it's not 20, you can still figure getting the usual bump based on how much is added to all raw scores based on the scale (I think 10 to 12 is what I read is the usual, which is based on throwing out questions the MBE is testing out for future exams).
