When profs give you 8 hours and a reasonably-low word limit, they are expecting concise and well-written work. This prof may very well just stop reading after 1200 (though they will probably be annoyed they even have to figure out where 1200 is). But even so, those 700 words probably contained important issues that will now receive no credit, and the prof will either think you don't know how to follow instructions or that you willfully ignored them.
Either way, the beauty (and curse) of this grading system is that the prof can easily cut his or her losses and give you a pass. They can recognize your error while at the same time not feel like they screwed you over.

At Berkeley, w/ similar grade system, I've had exams that explicitly said "If you go over the limit, you'll be reduced one grade category," ie H -> P or high honors -> honors, with the reason given that with a daunting penalty you will FOLLOW THE INSTRUCTIONS.
