Quick question on affects theory/Raich

As I become more and more brain dead I seem to become less unable to figure out even the simplest of things. So if this question is dumb I apologize but this is my third of four exams and I am running on fumes.

In Raich: Did they rely on the rational basis test or substantial affects test. It specifically says Wickard which leads me to believe the latter, but Stevens wrote the opinion and mentions rational basis a lot and was/is a clear proponent of that test as seen in his dissents in Lopez and Morisson.
