SCU to Davis or Hastings

I'm currently right around top 25% at SCU (based on last years rankings/I got a scholarship that says I need to be in top 25% just to keep it but they decided to raise it without me saying anything, don't know if that means my rankings are better than I think) and I'm looking to transfer to UC Davis or Hastings. I have a solid PS and LOR's what do you guys think?

Also, since last year was a record year for applicants I'm wondering how that is transferring to grade rankings. Are people seeing that this year was tougher than previous years or was it easier when it came to rankings? Thanks
