I just got accepted into the program. I'm not in a T14 school and I don't attend a school in Oregon, but I do have ties to Oregon. Top 25% of my class. I interned at the Dept. of Education this summer, so I know the area. I'm not entirely sure what they were looking for, but I'm pretty sure working in Salem this summer helped.
