3L Fed. Government Hiring (2013)

I plan on applying to Government positions for after graduation - USAJobs, Govt Honors, and by directly contacting agencies. I am working as a paid summer clerk at a fed. agency this summer and have had several other federal govt. internships for the semester (below median, no journal, at GW).

I realize this is a long shot with hiring freezes, budget cuts, etc. but was wondering if anyone had any information or resources I should look at? I know of the Arizona Guide but beyond that I'm not sure where I can find a more comprehensive guide. Any advice on what to include in cover letter, how to make application more appealing, would be helpful.
