Multiple Office Cover Letter?

When a firm at OCI is interviewing for multiple offices and you can only upload one cover letter, what's the best way to do this?

I've been doing "[X firm]'s strong practice in [Y area]...." but since the offices often have different focuses, this approach doesn't work.

Should I just talk about the ones that interest me in particular in the cover letter and deal with office specific questions during interviews?
