I have been rescheduling my LSAT for about a year now mainly b/c I've had to move and change jobs (re: "promotional opportunity"). Additionally, I have been pondering if law school is worth it as I am surrounded by JDs at my current job who are in heaps of debt but not practicing. That's a completely different thread though.
Basically, my Q is will the LSAC release a CAS, electronic application, or other reports without a reportable LSAT score? There is a local law school with an admissions deadline of 6/30/15. I am currently signed up to take the June LSAT but the score release date is not until 7/7/15. When I contacted the law school admissions office and asked if an LSAT score from the June 2015 test could be considered for Sept '15 admission re: someone who has not previously taken the test, I was told that as long as all other parts of the application are complete by 6/30/15, yes. However, from what I am reading on the LSAC website, they do not release any reports without a reportable LSAT score? This school solely uses the LSAC electronic application so I am not understanding how all other parts of the application could be reviewed if nothing is released without a reportable LSAT.
Can anyone here shed some light on this?

I believe if you're signed up for the LSAT they will submit your apps for you.

I don't know if they will transmit the application without the lsat score on file. I'd suggest you can LSAC and ask them about this. If they say that the application will go through without the LSAT the great! If not, I'd call the admissions office and ask if they have any suggestion about how to deal with this.

The answer to your literal question is "it depends"; schools set up their own preferences for how/when to receive CAS reports from LSAC. E.g. some schools want something as soon as it is ready so they receive many individual updates while others don't want to see a report until it has a score, all transcripts, and at least 2 LORs.
The answer to the question I think you're trying to ask is that the "deadline" of June 30 is merely an application deadline. I.e. you need to hit "Submit" on your application by the end of that day. Your application just can't be reviewed and will be held until your June scores come in. When that happens, assuming all your other stuff is in (transcripts, LORs), then LSAC will automatically send the school your report. If they are paperless, that will happen overnight.
