When in doubt, disclose.

Also, cops aren't lawyers. I am sure he meant well by telling you what he thought about the citation, but the bottom line is it wasn't a traffic violation or a speeding ticket. So, technically when you say "no" on the app - well it just depends on if you are cool with that. I guess you could call a school and ask.
