I would think that if it's well-written, you can approach a Why Penn essay from either or both of those directions (Penn Law vs. Already here and like it). You can also include things you like about the city itself, entirely outside of school, and your dietary requirement of a weekly cheesesteak. Be sincere and don't just list things out of the Penn Law viewbook.

There are a few options for optional essays at Penn... if you think your Why Penn? essay would be bland, then you may want to pick one of the other choices.
