I think it's just something a lot of schools ask for. If the one(s) you want to go to don't ask for it, you don't have to provide it. However, even for those that do ask for it, there's no special area where you're supposed to attach it. You would just upload it along with any other docs like your personal statement and addenda.

UGA does not ask for a resume, but they will accept one according to the admission's official I contacted. You just upload it with your other attachments.
