Oct LSAT - fee waiver timeline

I took the LSAT last year and scored a 168
I'm re-taking in Oct this year.
Assuming I score better than last year and (keep) qualify(ing) for fee waivers from T20 schools, would I only receive them after my Oct 2010 LSAT score release?
I hope to submit my applications before the score is released so that its the only thing left and I can go complete sooner.
Does that mean I will end up already having applied before I receive any merit based waivers? Or would they consider my 168 from 2009 and send me some between now and oct?
