Question on reapplying

I am curious how reapplicants are treated if they've already gotten in once before.

I am planning to put down deposit money, but I might get off a WL. And what's more, I might decide to just reapply altogether next cycle.

I predict that reapplying will do nothing to help you at places you didn't get into, and will marginally hurt you if you've turned the school down before.
