In state or out?

Thanks to my inability to do all that great on the LSAT the first time I took it, I ended up having to take it again in February. Just as expected, the majority of my top schools have wait listed me since I had to wait so long to apply.

My main question is this, if I wanted to work in my home state (MD) would I be better off going to U of Baltimore (got $$$ but t4 unfortunately) rather than say a Penn State or Richmond (gotten into both) since I have yet to hear back from UMD (assuming I'll be wait listed since I havent heard back and deposit is due Thursday)?

Stay in state. It'll be helpful to have a larger local alumni base when you're sending out your resume to get a job/internship. The rankings are only useful to a point, when considering highly regional schools, even if the other schools aren't terribly far away.
