I've been recently looking at different state schools. Most of them have hard residency rules to qualify for instate tuition. Does anyone know if other schools offer fellowships or different ways for out of state students to qualify for instate tuition? At this point I believe I read that William and Mary offers that, does anyone know any other schools that could or do offer the same thing?
