Do not send this email. It is insulting and will not be received well. You're getting almost full tuition already. They aren't going to increase your amount simply because of potential/likely tuition hikes. Negotiating based on competing scholarships is one thing, but this just reeks of classlessness.

Simply tell them full tuition + stipend or you're walking..

Oh, and even ignoring the tactlessness of this e-mail, unless you've been offered full tuition at a comparable or better school, then you have absolutely nothing to leverage your scholarship with.
