When to ask for $$

So I got into a school that didn't initially offer me any $$. Said on the acceptance letter that I will be considered for scholarship money but they can't give me any at the moment. If they can give me $$, then I will be notified directly. Should I still email them asking for money? If so, what points should I make sure to have in my email. To date, it is the "highest ranked" school I've gotten into so I can't go the route of saying x at a better school gave me money.

give it a month, or so, which is more than enough time for them to consider you.

alternatively: when you have other offers/scholarships that you can use as leverage
