Say someone is a minority (non-urm) in a pos racist southern state and would rather live in the midwest where ppl are a bit more tolerant but has no ties to any other state, what do they do?

I was under the impression that most of the states that wanted you to have ties were Southern states. I don't think the lack of ties will affect your chances at big law in NY or CA or wherever(besides texas). With that said, some states will value hiring a student from a regional school who grew up there also(ex: colorado). I think to effectively answer your question, where is it that you want to go and what are your numbers?

(also my response is just from my own personal knowledge and understanding, take it with a grain of salt, because it could very well be entirely wrong)
