I think you have a chance, though raising your LSAT will help you tremendously. Also, the further away in years you are from your UGPA, the better.
I have similar numbers. When I did my cycle 2 years ago, I was accepted to zero T1s, WL at a few T1s, accepted to many T2s, and accepted to very few T3s. I got into SUNY and Brooklyn.
