Okay, I desperately need advice on this! The top tier school is University of Utah. I would have non-resident tuish. I want to live/work in Arizona or Cali...

This is not nearly specific enough for us to give you good advice. What do you mean by top tier? T3? T14? T50?

you will have an easier time going out west from the western school than MSU.

however more information is needed to help you out.
