Law school specialties
Is there a generally accepted database for specific specialty programs within law schools? I know that most schools will have courses in various specialties but I'm more interested in what schools stand out particularly in certain specialties.

You can check the USNWR rankings for specialty programs, but the general consensus is that they don't mean anything in the real world, and nobody knows that, say, Vermont has the best enviro program "ranking."
You should prioritize by overall school ranking first, and then look at each one to see which has the best programs for what you want. Look at the class catalogues and clinic offerings. For example, Stanford and Berkeley seem to have particularly good IP law programs, as well as being near Silicon Valley.

Specialty rankings/programs are worthless. A JD is a generalist degree, everything that makes you specialized you learn in practice (except tax law, then you need an LLM).
