It would seem your answer hinges on how willing you are to go into debt. All things equal, I would go with WUSTL in a second. If you don't mind debt, I would go to WUSTL. If you do, I would go to IU.

i hate you. a $9K scholarship covers HALF of tuition at Indy??? "instate" tuition at UCLA is +/- 40k

I think WUSTL is the obvious choice here- it would be close if Indy was offering you a full-scholarship IMO (all other things being equal in terms of no preference for where you want to work etc).

Well if you're happy to work in Indy, then IU-Indy is the choice - not only is there significantly less debt, but you have family and likely have connections there, which will make job-hunting easier.
If you'd rather work anywhere else, WUSTL.

I say go Indiana. The difference between these schools is not worth the debt difference. Being closer to family and friends has its benefits. This combined with your indifference to where you practice as well as the DIFFERENCE in debt makes me vote Indiana.

just for clarification it's iu-indy not iu-bloomington.. indy is like 88 ..

I didn't realize the difference in expenses for Indy...
Why would you only be 100k in debt paying sticker at WUSTL and having to pay for all costs of living (apt, food, etc)?
Wouldn't it be closer to 200k in debt? And if you are getting help from somewhere/have savings, then I'm sure your debt at IU-Indy would be zero...no?
